This may get a little bit confusing, but I have had this dream at least once a year and it has been bothering me since elementary school.
The dream starts with me standing on top of a hill where the ground is made up of very colorful tiles that almost look like puzzle pieces. There are stacks of hay towering over me like skyscrapers and I feel like I am as small as an ant looking at these "towers". Then all of a sudden a huge tire begins chasing after me, as if to make a big clump of random things lying around. I always end up the same way, climbing up the hay towers and getting away from the tire and waking up at that exact spot. Whenever I wake up I have this tense feeling and I am extremely uncomfortable, almost as if my whole body just fell asleep and was getting that tingly feeling all over.
I feel like the colorful puzzle pieces are symbols of your creativity, and you being on top of the hill shows that you dominate your creative side. These large towers of hay could represent adults or role models. So, because you had this recurring dream since elementary school, I think that you, as a child, acknowledge your latent exceptional creativity, but whenever you compare yourself to adults, you are always behind or outdone.
The huge tire may indicate your "drive", motivation, or some past experience that consistently pushes you forward. Yet, your motivation to constantly improve or climb up the towers may not necessarily be a good time as you notice that the tire makes a huge mess as chases you. Perhaps, deep in your subconcious, you personally feel that the constant need for you to improve yourself is deeply troubling. It is making you distressed and unorganized, and since you continue having this dream, you are apparantly still feeling this way.
